Vince Robbins has served as MONOC’s President & CEO since 1990, responsible for the executive management of three health care companies. In that time the corporations have provided reduced cost shared services, co-operative joint ventures and direct clinical care through several diversified product lines for 15 member hospitals. In the last 19 years MONOC has grown fifteen fold, dramatically expanding the wide range of serves they provide.

BRIAN LACROIX - President Elect

Returning to the Board for a second two-year term, Brian LaCroix is President of Allina Health Emergency Medical Services, covering about 1,200 square miles in the Minneapolis/St. Paul metropolitan area and greater Minnesota. LaCroix will continue to chair the NEMSMA Membership/Development Committee.

MIKE TOUCHSTONE - Immediate Past President

Mike is the Regional Director for the Philadelphia Regional Office of Emergency Medical Services. Mike joined the Philadelphia Fire Department (PFD) in 1989 in the first Fire Service Paramedic cadet class. Mike is an author of Prehospital Professional Development column on and contributing author to the Professional Development column in EMS Magazine. Mike is a presenter at state, regional, national, and international EMS conferences.





Ryan Greenberg returns for a second two-year term on the Board. Chief of EMS Operations for Vanguard Health Systems, Greenberg has two decades of experience in all types of EMS systems, including ocean rescue. As Chair of the NEMSMA National EMS Officer Competencies Committee, Greenberg participated in the release of a national framework for EMS leadership. "Seven Pillars of EMS Competencies." 


CaffreySEAN CAFFREY - Treasurer

Sean Caffrey is an Emergency Medical Services professional with over 25 years of experience. Sean is the EMS Programs Manager at the University of Colorado Anschutz Medical Campus. Sean has been certified as a paramedic since 1990 and graduated with a BS in emergency services administration from the George Washington University in 1992. Sean has served in senior leadership positions in private sector, local government and volunteer EMS services. 



Allison J. Bloom, Esq. is an attorney, consultant, coach and educator with nearly 30 years of experience working with EMS and fire agencies, a pharmaceutical company and small-to-mid sized businesses. She is a former Chief of Service, Director of Training and Director of Personnel of a volunteer EMS agency, and worked for a commercial ambulance service as both a field provider and in the communications center. She is also a nationally-recognized author on EMS, legal and health care reform topics, lectures frequently on health care reform, legal, compliance, and risk management topics, and is currently certified as an EMT and EMS-Instructor.

Troy Hagen is the CEO of Care Ambulance Service in Orange County, CA. Care Ambulance provides services in Orange, LA, and Riverside Counties. Care Ambulance provides both 911 and non-emergency transfers with more than 235,000 calls for service annually.  





Brooke Burton is the quality director for Gold Cross Ambulance in Salt Lake City, Utah. Brooke has over 20 years of EMS experience working as a paramedic in rural to super urban environments and specializes in performance improvement.  Brooke completed paramedic school at UCLA David Geffen School of Medicine, Center for Prehospital Care.  Brooke attended the Ambulance Service Manager program through Fitch and Associates and the American Ambulance Association, and she earned the Institute for Healthcare Improvement’s Healthcare Improvement Science certificate.  Brooke is a board member of the National EMS Management Association (NEMSMA) where she is the board liaison to the Quality/Performance Improvement Committee.  Brooke was also the recipient of the American Ambulance Association 2016 award for Best Quality Improvement Program.



Nick has served as the project manager for EMS Compass for over two years, been a critical care paramedic in rural and urban environments and three states over 16 years, and serve as the Chief Data Officer of The Paramedic Foundation working with paramedic data, data systems, and consulting for some of the world’s best EMS systems

Appointed by the board to fill an unexpired board position, Pat Songer is the Administrative Director at Humboldt General Hospital, overseeing Ambulance/Rescue, Pharmacy, Respiratory, Wellness, Cardiac Rehab, HGH/EMS AirOne and Community Paramedicine in Winnemucca, Nevada. Mr. Songer was chair of the EMS Practitioner Mental Health and Wellbeing Committee that produced “Mental Health and Stress in Emergency Medical Services” that received the 2016 James O. Page award at EMS Today.
