Returning to the Board for a second two-year term, Brian LaCroix is President of Allina Health Emergency Medical Services, covering about 1,200 square miles in the Minneapolis/St. Paul metropolitan area and greater Minnesota. LaCroix will continue to chair the NEMSMA Membership/Development Committee.

Sean Caffrey BODSEAN CAFFREY - President Elect

Sean Caffrey is an Emergency Medical Services professional with over 25 years of experience. Sean is the EMS Programs Manager at the University of Colorado Anschutz Medical Campus. Sean has been certified as a paramedic since 1990 and graduated with a BS in emergency services administration from the George Washington University in 1992. Sean has served in senior leadership positions in private sector, local government and volunteer EMS services.

Vince Robbins has served as MONOC’s President & CEO since 1990, responsible for the executive management of three health care companies. In that time the corporations have provided reduced cost shared services, co-operative joint ventures and direct clinical care through several diversified product lines for 15 member hospitals. In the last 19 years MONOC has grown fifteen fold, dramatically expanding the wide range of serves they provide. 

 Alison Bloom BODALLISON BLOOM - Treasurer

Allison J. Bloom, Esq. is an attorney, consultant, coach and educator with nearly 30 years of experience working with EMS and fire agencies, a pharmaceutical company and small-to-mid sized businesses. She is a former Chief of Service, Director of Training and Director of Personnel of a volunteer EMS agency, and worked for a commercial ambulance service as both a field provider and in the communications center. She is also a nationally-recognized author on EMS, legal and health care reform topics, lectures frequently on health care reform, legal, compliance, and risk management topics, and is currently certified as an EMT and EMS-Instructor.

Brooke Burton BOD


Brooke Burton is the quality director for Gold Cross Ambulance in Salt Lake City, Utah. Brooke has over 20 years of EMS experience working as a paramedic in rural to super urban environments and specializes in performance improvement.  Brooke completed paramedic school at UCLA David Geffen School of Medicine, Center for Prehospital Care.  Brooke attended the Ambulance Service Manager program through Fitch and Associates and the American Ambulance Association, and she earned the Institute for Healthcare Improvement’s Healthcare Improvement Science certificate.  Brooke is a board member of the National EMS Management Association (NEMSMA) where she is the board liaison to the Quality/Performance Improvement Committee.  Brooke was also the recipient of the American Ambulance Association 2016 award for Best Quality Improvement Program.



James “Jamie” Chebra has been involved in EMS for over 20 years, moving upward from the rank of volunteer EMT to Paramedic, street provider to director. Jamie has held positions on the operational, educational, supervisory, clinical, and administrative sides of care delivery and have learned from each experience.

Jamie earned his Master’s Degree from UMBC in Emergency Health Science and hold a graduate certificate in Emergency Management. Jamie is a Fellow of the Advisory Board Company (FABC) and a Certified Emergency Manager (CEM) and a fellow of the National Association of EMS Management (FACPE). Jamie is also a current data fellow with the New Jersey Office of Emergency Medical Services. He is a strong believer in the concept of showing value in EMS through improved patient outcomes. Jamie believes that the future of EMS sustainability is through EMS partnerships with healthcare providers. That the transition from fee-for-service to risk based population health is an opportunity for EMS to be a catalyst for change. The concept of illustrating the irrefutable value the quality EMS brings to the patient care experience is a front-burner issue.
